Konstantinos Nikitopoulos founded OMEK Consulting Engineers S.A. in 1985, setting in motion a successful journey in the field of major Infrastructure Projects in Greece.

Mr. Nikitopoulos is a graduate of the Department of Civil Engineers of the National Technical University of Athens (NTUA) and holds a Master of Science degree, awarded jointly by MIT and the University of Iowa’s Advanced Institute for Hydraulic Research.

OMEK Consulting Engineers S.A. Basic Principles since its foundation were a set of core values and practice such as the unwavering transparency accompanied by systematic internal auditing, the cultivation of knowledge and open exchange of ideas among scientific personnel, the recognition and advancement of exceptional talent, the ongoing training and development of all collaborators, and a firm commitment to innovation and excellence.

These foundational values established OMEK Consulting Engineers SA as a pioneering force in Greece at the area of major infrastructure projects consulting and engineering practices. The company has served as the backbone of project management for major developments. Such Projects are the Concession Motorway Projects of Ionia Odos and PATHE and the Central Greece Motorway (E65). OMEK also played a pivotal role in the Western Section of the Egnatia Odos Motorway (from Igoumenitsa to Metsovo), as well as the Attiko Metro Projects in Athens Metro (period from 2003 to 2007) and Thessaloniki Metro project (period from from 2008 to 2017). More recently, OMEK has assumed the role of Independent Engineer in the reactivation of Energy Infrastructure through the exploitation of Water Resources. A pioneering project in this sector is the Pumped Storage Project in Amfilochia (Agios Georgios & Pyrgos reservoirs).

OMEK’s involvement in major infrastructure projects began in 1994, through its participation in the Project Management Consultant Joint Venture for the Special Service for Public Works of the Ministry for the Environment, Physical Planning and Public Works (EYDE/PATHE). 

Between 1997 and 2006, OMEK S.A. was a member of the consortia that served as the Supervisory Services Contractor for the construction of the Western Section of the Egnatia Odos. The supervised contracts for this section amounted to a total budget of €1.5 billion.

The Western Section of the Egnatia Odos was by far the most challenging part of the Motorway in Engineering terms, due to the region’s rugged and complex terrain. Approximately 30% of its total length was constructed by major engineering structures.

During its successful engagement in the Western Section of the Egnatia Odos, OMEK S.A. was simultaneously entrusted by Attiko Metro S.A. to serve as Technical Consultant for the Athens Metro between 2003 and 2007, under the J/V HELLAS METRO CONSULTANTS TSA 267/03.

From 2008 to 2017, while actively engaged in major concession projects, OMEK also served as the Technical Consultant for the Thessaloniki Metro project. This role was undertaken in collaboration with the French railway engineering company Systra, through the joint venture “JV-TMC Technical Metro Consultants.”

NEW GENERATION PROJECTS AFTER 2007

Relying on its diverse and distinctive experience over the years, OMEK has been a driving force in the development of innovative Management and Administration Systems — both in the field of Designs Review and in Construction Supervision — showcasing the unique capabilities of its teams.

In the Concession Projects, the concept of the Independent Engineer was established — a role with broad and multifaceted responsibilities that OMEK S.A. has effectively understood and applied through its developed expertise and its extensive team of professionals with relevant project experience. 

OMEK has become the Point of Reference for the high-quality services it provides. Its undisputed success as an Independent Engineer in Concession Projects is reaffirmed every single day.

The acknowledgment received from the market, in conjunction with Mr. Nikitopoulos’ expressed appreciation for the professionals identified as the “Legends of Hydropower Projects at PPC” — a term introduced by himself and Professor Yiannis Stefanakos in a published article dated May 20, 2022 — marked the opening of new avenues for development.

The company’s appointment as Independent Engineer for the Amfilochia Pumped Storage Project, following the contract signed in November 2022, marks a new and promising chapter. It signals OMEK’s strategic expansion into new fields within both the Energy Projects Construction Consultancy and Supervision.

OMEK’s long experience as a Technical Consultant in the Major Infrastructure Projects mentioned in previous pages, (Egnatia Odos, Ionia & PATHE and Central Greece Motorways, Athens and Thessaloniki Metro Lines), along with the fact that it has developed and implemented specific tailor-made Quality Management Systems, have resulted in provision of High Quality Services to the Clients. 

The Quality Management Systems (QMS), developed to serve the Clients’ needs in Egnatia Odos Motorway Project and in Attiko Metro S.A., were established as OMEK “know how” method. This was further improved to accommodate the needs of the Ionia Odos and Central Greece Motorways Concession Projects. Their proven successful performance, was based on principles that OMEK has pioneered as innovative Working Methods. 

OMEK S.A. considers that setting an appropriate Project Works Breakdown Structure (WBS) at the initial stages of the Project, which will reflect the specific scope of works, is the tool to control all Project related Processes. This is combined with a well-established QMS – as described above – and an appropriate Management Information System (MIS), reflecting the specific Project technical scope and the specific Works Contract. The WBS analysis is depended on the needs of each Project such as the need for detailing various Project Processes, the need for the level of Risk Management, Control and Monitoring, the accuracy of evaluation and the estimated value and the time schedule of each selected Entity. Its development is made by approaching and analyzing the Works hierarchical structure, which is reflected in the codification of Contract documents, the designs’ drawings and reports as well as the codification of construction Works documentation. Same WBS and Codification are implemented for all project control processes such as the Project’s Time Schedule, the Cost scheduling and Cost control.

The OMEK’s Advanced and Innovative Working Method is consummated with the Management Information Systems (MIS) which is the Platform for the inter connection of all Project data and information, providing a uniform environment their distribution in real time, using interactive On Line Data Bases, serving as an information source for making up critical decisions. The establishment and development of an Online Document Management System (ODMS) is the minimum tool that all Engineering Projects may use.
