CENTRAL GREECE MOTORWAY INDEPENDENT ENGINEER ONGOING

Project: 

CENTRAL GREECE MOTORWAY (E65),

The Concessionaire having the responsibility of Design, Construction Financing Maintenance and Exploitation of the above Project, is the Company:

“Odos Kentrikis Elladas Societe Anonyme Concession Company”

The sole Shareholder of Concession Company for the Operation and Maintenance since 11/12/2018 is GEK-TERNA SA HOLDING REAL ESTATE AND CONSTRUCTION.

Independent Engineer: 

“Joint Venture AECOM Infrastructure and Environment UK Ltd. – OMEK S.A., A/O Central Greece”

Joint Venture Members of the Independent Engineer: 

  1. AECOM Infrastructure and Environment UK Ltd 50,00%
  2. OMEK Consulting Engineers S.A. 50,00%

The Independent Engineer Contract commenced on 25th July 2007 L. 3597/07 (GG 168 Α/25-7-2007) and is ongoing for the North Section (see [3] below).

T1 Period (see [1] below) and T2 Period South (see [2] below) were completed on 31st December 2017 and 25th June 2024 respectively.

The total amount paid for the Independent Engineer fee till July 2024 is 37.791.072,00 Euros and refers to the completed Sections as above.

New Contract is under way to be signed, covering the IE Services till mid-2026.

The Concession Project is extended at:

  1. ‘’Central Greece Motorway’’ of 181 km length from PATHE I/J to Egnatia Motorway (Grevena area)
  2. ‘’PATHE Motorway’’ section of Skarfia Raches of 57 km length 

After 2013, the Project was split in 3 Sections and 2 Periods of Design and Construction Works, as following:

  1. T1 Period included Design and Construction Works of ’PATHE Motorway’’ Upgrading Works as well as Design and Construction Works at the area from Xyniada I/J (Ch. 32+250) to Trikala I/J (Ch. 110+940) of Central Greece Motorway, which commenced on 01/01/2014 and were completed on 31/12/2017. The Budget for the Construction Works of this Section was 416.000.000,00 Euros. It also considered an additional Budget of 20.033.306,56 Euros for Tolls Collection Systems and Intelligent Transportation System (ITS) including Communication.
  2. T2 Period – South Deferred Section (ATA) includes Design and Construction Works at the area from PATHE I/J (Ch. 0+000) to Xyniada I/J (Ch. 32+250) of Central Greece Motorway, which commenced on 27/12/2018 and is completed since 25/06/2024. The Budget for the Construction Works of this Section is 300.000.000,00 Euros.
  3. T2 Period – North Deferred Section (ATB) includes Design and Construction Works at the area from Trikala I/J (Ch. 110+940) to Egnatia Odos I/J (Ch. 181+466,67) of Central Greece Motorway, which commenced on 03/08/2021 and is still ongoing. The Budget for the Construction Works of this Section is 436.966.643,71 Euros, which includes an amount of 9.196.355,00 Euros for Tolls Collection Systems and Intelligent Transportation System (ITS) including Communication.

The project of the New Sections of the Motorway included, among others, the following technical items for the Construction Design Period T1 and for the Construction Design Period T2 of the Deferred Sections:

  • Construction of 181.47 km. of Motorway, PATHE Interchange – Egnatia Motorway Interchange and 5.70 km. of Motorway from the Anthili Power Station to the old Athens–Lamia National Road.
  • 18 Interchanges.
  • Construction of 6 Frontal Tolls and 18 Side Toll Stations
  • Construction of 4 Operation and Maintenance Centers
  • Construction of 2 Motorist Service Stations
  • Construction of 5 Tunnels with a total single-branch length of 7,922m. (Tunnel T2 at C.T. 26+800, Tunnel T3A at C.T. 45+600, Tunnel T3 at C.T. 46+000, Tunnel Sitaras 1 at C.T. 175+650, Tunnel Sitaras 2 at C.T. 176+100 and 1 Technical Cut & Cover at C.T. 138+320).
  • Construction of 41 Bridges on the Motorway axis with a total single-branch length of 9,425m. One of them – Bridge G028 of the 103+420 (Pineios) route, has a left branch length of 517m. and a right branch length of 503m. The Bridge is constructed with 30 spans on both branches, 18 of which are 40 meters long.
  • Construction of other Bridges, Underpasses and Overpasses of less than 50 m. each.
  • Large embankments and trenches, many of which required special construction solutions such as preloading and reinforcement of embankments, anchoring of trench slopes, etc.
  • Hydraulic protection works of a railway or road (category AI) network
  • Retaining walls,

SCOPE OF WORKS OF THE INDEPENDENT ENGINEER:

  • Checking and approving the Project Final Designs 
  • Issuing necessity certification for Additional Areas of the Project 
  • Checking and approving the Project Time Schedule and Monitoring its Implementation for the Design – Construction Period (T1).
  • Checking and approving the Construction Joint Venture Monthly Certifications with parallel Controlling of Project Cost for the Design – Construction Period (T1).
  • Checking and approving the Project Operation and Maintenance Manuals 
  • Checking and approving the Project research and testing program. 
  • Checking that Project requirements are observed 
  • Checking that the Project’s Quality Management System is implemented. 
  • Observing the implementation of Approved Environmental Terms 
  • Approving and continuously checking the Project incorporated materials 
  • Supervising Construction works
  • Observing the implementation of Health & Safety regulations 
  • Issuing the Works Completion Certifications, as specified in the contract 
  • Determination of subjects provided by the contract in the occurrence of a Delay Event
